Director of Engineeering and Public Works_Job Description_2018-09-25 MUNCIPALITY OF THE DISTRICT OF CHESTER POSITION DESCRIPTION Position Title: Director of Engineering and Public Works Salary Band: Directors 1 Department: Engineering and Public Works Reports to: CAO Status: Permanent Fulltime Classification: Administrative Location: Municipal Complex (151 King Street), subject to Change Hours: Normally 8:30 a.m. to 4:30 p.m., subject to change. Updated: September 25, 2018 SCOPE Responsible for the operation and co-ordination of all aspects of the Engineering and Public Works Department. OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION 1. QUALIFICATIONS  Must have “P.Eng” designation and a minimum of five years’ experience in civil engineering activities. Must be able to perform the Municipality’s engineering functions in an efficient and cost-effective manner.  Experience, or knowledge, of maintenance and repair of buildings, municipal sewer systems and solid waste disposal.  Ability to supervise and direct a work force of technicians and labourers.  Ability to write concise and complete reports. Director of Engineering & Public Works Job Description (continued) 2  Knowledge of Municipal By-Laws and certain provincial statutes.  Public relations skills are a definite requirement.  The incumbent must possess negotiating skills necessary to deal with public and private development proponents, citizens, and the affected stakeholders, to complete projects. SUMMARY OF FUNCTION Responsible for: 1. The Public Works Director has the responsibility for professional engineering functions in the Municipality’s public works. This is a professional level engineering classification where the incumbent performs assignments requiring independent judgement and discretion. 2. Responsible for carrying out a comprehensive maintenance and capital improvements program for the Municipality’s sewer/waste plants, roads, sewer system, and water system. 3. Participates with other senior staff in planning the above programs. 4. Responsible for the overall day-to-day supervision and direction of the Public Works crews. Principle Duties and Responsibilities: 1. Plan and organize work activities of the Engineering and Public Works Department staff to accomplish Department objectives; with a goal of meeting recognized standards for municipal operations. 2. Assist in the preparation of departmental budgets and ensure that the Department operates within the budgets established by Council. 3. Working with other Municipal Department Heads, plan capital projects through budgeting, coordination of consultants, and the selection and overseeing of contractors. 4. Responsible for the management of all consultants/contract related to engineering/public works. 5. Provide professional civil engineering consultation to the Chief Administrative Officer regarding public works, building and engineering activities. 6. Prepare and review engineering plans and specifications. 7. Prepare, design and oversee construction project bid proposals from the tender stage through to project completion. 8. Assess the standards of environmental protection to be met by the sewer and water treatment systems and ensure testing is carried out, as necessary. 9. Approve all applications and determine hook-up fees and ensure collection of same. 10. Protect municipal assets, structures and systems. 11. Ensure that municipal assets, structures and systems are cared for on a regular basis and undergo proper maintenance and repair to ensure proper appearance and functionality. This would include but not be limited to municipal buildings, wharves and trails. 12. Responsible to report major problems to the Public Properties Committee and to work with that Committee on solving such problems and also in the development of new projects. Order or cause to be ordered, equipment, supplies and third-party contracts, as needed to accomplish department objectives within the spending authority of the position. 14. Provide written and verbal communication as required, to ensure functional operation of the Department. 15. Maintain records for, and measures performance of the operations of the Department as directed. 16. Ensure that work site operations are conducted in a safe manner. 17. Perform performance evaluations for all subordinate staff, on an annual basis. 18. Communicate with the public and council both written and verbal, as required in the course of duties. 19. Cooperate with the Director of Finance to prepare annual operational and capital budgets of the Department. 20. Foster a team work environment within the workplace and take an active leadership role in motivating, coaching and developing employees. 21. Perform other related duties as requested by the Chief Administrative Officer. 22. Oversee the Municipal Fleet. 23. Provide direct mentorship to the Certified Engineering Technologist. 24. Cooperate with the Director of Solid Waste to cross-utilize resources and maximize efficiencies. 25. As required, work closely and cooperatively with the Director of Solid Waste on day-to-day operations and capital works projects. The objective is to cross utilize resources and maximize efficiencies. 26. Attend Council meetings and make presentations to Council, as required. 27. This employee must recognize that he/she is a public servant and must use the utmost respect at all times when dealing with other staff, the general public and Council. 28.
