Property Maintenance Supervisor_Job Description_Public Works_2018-11-28 MUNCIPALITY OF THE DISTRICT OF CHESTER POSITION DESCRIPTION Position Title: Property Maintenance Supervisor Salary Band: Individual Contributor Department: Engineering & Public Works Reports to: Engineering Technologist Status: Permanent Fulltime Classification: Non-Administrative Location: Municipality of the District of Chester, various locations, subject to change Hours: Normally 7:00 a.m. to 3:00 p.m., daily, subject to change. Date: October 2018 SCOPE The Property Maintenance Supervisor is responsible for the maintenance of all municipal properties. OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION 1. The Municipality of the District of Chester is committed to workplace safety and all employees are expected to actively participate in the Municipality’s Occupational Health and Safety Policy and Program and Occupational Health and Safety Legislation as well as Regulations of the Province of Nova Scotia. 2. The Municipality of the District of Chester complies with the Employment Legislation of Nova Scotia and all employees are also expected to act in accordance to the appropriate Legislation as well. QUALIFICATIONS • Grade 12 or GED equivalent. • Wastewater Treatment Level 1 or possess the ability to obtain the required certification. • Secondary education in one of the following trades: Carpentry, Mechanical, Electrical or Plumbing. • A valid Class 5 or higher Driver's License. • Supervisory Experience. Experience in construction and maintenance of water and sewage works considered an asset. • Experience and working knowledge of Microsoft Office Suite. • Ability to perform physical labour for extended periods of time under varying weather conditions. • Must be capable of lifting items safety up to 25 kgs. A qualified medical doctor’s certificate relating to the candidate’s physical condition may be required prior to awarding position. • Must be self-starter and be capable of working independently. • Knowledge of Occupational Health and Safety Act, regulation, hazards and precautions necessary for safe completion of required work tasks. • WHIMIS, First Aid, Fall Arrest, Confined Space certification or possess the ability to obtain. SUMMARY OF FUNCTION Principle Duties and Responsibilities The following is a general outline only of the duties and responsibilities involved in this position. It is not intended to be all inclusive or to limit the employee’s opportunity to use their own initiative to expand their capabilities beyond this scope and thereby their value to the Municipality. It is also not intended to limit the employer's right to assign other duties. 1. Direct and supervise the activities of property maintenance personnel and sub-contractors. Ensure all personnel are completing tasks in an efficient and safe manner. Maintain accurate daily records of labour, equipment and materials. 2. Perform maintenance of various municipal assets and properties. The maintenance duties may include: a. Carpentry, plumbing, electrical, etc. (replacing doors/windows, taps/toilets, lights, etc.); b. Interior and exterior painting; c. HVAC inspections (furnace, AC units, duct work, bathroom fans, etc.); d. Inspection and maintenance of Municipal Building generators; e. General landscaping and grounds maintenance; and f. Negotiate with suppliers and sub-contractors ensuring the best value for the Municipality. 3. Maintain parks, playgrounds, roads sidewalks, trails, etc. to municipal standards. This may include: a. Construct, repair and/or replace municipal assets on Municipal properties including, benches, picnic tables, waste stations, guard rails, sheds, public washrooms, gazebos, playgrounds, etc. as required. b. Main trails including surface repairs (grading, washouts, potholes, etc.), swing gates, and proper drainage (ditches, culverts, etc.); Property Maintenance Supervisor – Job Description (continued) 3 c. Installation of information, street name and regulatory signs; d. Asphalt and concrete repair (sidewalks, curbs, walkways, stairs, sports courts, etc.); e. General landscaping and construction work (installation of culverts, equipment, etc.); and f. Perform regular inspections. 4. Assist with the maintenance of all water and wastewater distribution, collection and treatment plants as directed. The maintenance duties may include: a. Inspecting and reporting the condition and operation of water and wastewater infrastructure; b. Repairing and replacing equipment (i.e. Aerators, mixers, pumps, generators, fire pump, etc.); c. Cleaning wet wells, manholes, collection piping and treatment plants; d. Collecting and submitting operational data; e. Maintaining and monitoring the necessary supplies for the operation and maintenance of water and sewer systems; f. Perform compliance testing as required; and g. Removing and installing sanitary sewer and water pipe. 5. Participate in the development and implementation of standard operating procedures and standard safe work procedures. 6. Assist with snow and ice control including operating a plow truck and shoveling/salting as required for winter maintenance activities; 7. Keep a repair log for the assigned municipal truck, monitor use of truck and make recommendations to the Fleet Manager on replacement and repair of the truck. 8. Assume responsibility for the care and maintenance of assigned tools and equipment. 9. Perform any duties outside of normal working hours. SUPERVISORY RESPONSIBILITY Responsible to supervise assigned staff and sub-contractors during the completion of property maintenance projects. Has supervisory responsibilities for the following: 1. Public Works Labourers 2. Subcontractors 3.
